A new NCRP report examines how philanthropy is responding to escalating threats to civil liberties and democratic norms since January 2025. Drawing on surveys and interviews with foundation leaders, the report finds widespread agreement that the U.S. faces a constitutional crisis—yet many funders feel they are “playing without a playbook.” It outlines how foundations are increasing payout, strengthening trust-based practices, funding civil liberties protection and organizing, and preparing their institutions for risk—while calling for greater boldness, solidarity, and public leadership in defense of democracy.
